PURPOSE

The City of Surrey offers many fitness programs at 25 locations and includes: bootcamp, step, TRX, yoga, spin, Aquafit and many more.

This best practices review is intended to provide recommendation for our drop-in and registered fitness programs for the City of Surrey based on the continuing growth of our community and the changes taking place within the fitness industry.  A comprehensive review of the current state of our fitness programs, fitness instructor satisfaction, and customer experience is required. Consideration should be given to the fact that traditional fitness programs and instructors are becoming more difficult to replace and as new fitness trends take over.  Our customer needs are becoming more complex as many people still enjoy the traditional programs while others like a more modern approach to fitness.  Technology is playing a bigger role in fitness than ever before and people continue to be more pressed for time. The Consultant is expect to come up with a recruitment, retention and succession plan for our instructors.

SCOPE OF SERVICES

Below is a brief description of the project as it is currently envisioned:

  • Data Review: Review statistical data provided by the City relating to the service utilization of fitness program
  • Internal Staff Survey: Generate and administer a survey. Gather responses from at least 20 City staff, including fitness instructors, programmers and coordinators, to assess the staff’s experience relating to Fitness programs.
  • Client Survey: Generate and administer a survey. Gather a minimum of 100 responses from fitness users. These users must be from a minimum of 3 separate communities and must be representative of the service users, including morning, afternoon and evening users.
  • External Survey: Generate and administer one or more surveys to a minimum of 3 comparable Canadian municipalities, other fitness organization such as YMCA.
  • Private Operator Review: Review the literature and other readily available information from at least 3 private fitness providers.

Addenda
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  No amendment of any kind to the RFP is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting a Proposal, Proponents will be deemed to have received notice of all addenda that are posted on the City Website.
